Webif you close the latch to the first click and it doesnt pull down to the second click, the latch is bad, there are no testing procedures for this. its very cut and dry. provided the rear sam is ok and not wet, the only thing anyone can check is the wiring from the latch to the sam which is rarely the issue. its going to be a failed latch. Weblook under the latch and see if you see a metal rod. if you do, pull the rod and it should open.
