WebI am not familiar with the rules Mercer did for guns in particular, but I would personally start adding some negative modifiers. You already have the rules for dual wielding in 5e, I would say when they pull out their third gun then a -2 modifier is added to all 3 weapons, and with 4 guns out this would be a -4 (I am referencing the 3.5 two weapon fighting table for this). WebAre you playing a class with access to a fighting style if so, pick two weapon fighting, your going to have much better damage with two shortswords if so and if you are playing a human or get to level 4 pick up the duel wielder feat and dual wield rapiers

Rogues don't come with proficiency at them. So you've got a few bits to overcome to make it as effective as using a weapon you're proficient in. One option is to take daggers.
